Trump's 2020 executive order described TikTok as a threat to national security and sought to ban it. In 2024 he campaigned on saving TikTok, and in January 2025 he signed an order delaying enforcement of the divest-or-ban law. Context changed (ByteDance divestiture negotiations, campaign dynamics), but the stated position reversed.
